New (May 2022): Guide for the improvement of the OTM-R practices at the University of Murcia

This guide, or OTMR logbook document, gathers, in chronological order, the different steps of the selection and recruitment process. It aims to establish a system for the recruitment of researchers based on the principles of the Code of Conduct for the Recruitment of Researchers (https://euraxess.ec.europa.eu/jobs/charter), providing more detailed information, practical solutions and including examples of good practice.

This document is framed within Action 4 of the initial Action Plan and is a starting point for the achievement of Actions 17 and 18 of the new Action Plan 2022-2025.

OTM-R - Open, Transparent and Merit-based Recruitment of Researchers

Open, Transparent and Merit-based Recruitment of Researchers (OTM-R) is an open, transparent and merit-based recruitment process.

OTM-R is one of the pillars of the European Charter for Researchers and in particular of the Code of Conduct for the Recruitment of Researchers, published by the European Commission in 2005.

This process is a guarantee that the best possible applicant will be recruited for the job, thus bringing benefits to researchers, institutions and the research field in general.

In a more specific perspective, the OTM-R makes research careers more attractive, ensures equal opportunities for all candidates and facilitates mobility.

El grupo de trabajo de la Comisión Europea en OTM-R elaboró un paquete informativo para ayudar a los centros de investigación a implementar las prácticas del OTM-R.  Este paquete de información permite a los centros de investigación revisar su política de contratación actual y mejorarla cuando sea necesario.

OTM-R working group of the European Commission developed an information package to assist research institutions in implementing OTM-R practices. This information package allows research institutes to review their current recruitment policy and improve it where necessary.

Following these criteria and using the checklist provided by Euraxess as a self-assessment tool, UMU will monitor the process over time and define possible improvement actions

Members of the HRS4R Management Committee at UMU

A specific Working Group was created during 2018 to work on the initial phase of the HRS4R process at UMU.

This Working Group is composed of members from different units of the UMU:

  • Management Representative;
  • HR Area Represetative;
  • Research Area Representative;
  • International Doctoral School Representative;
  • Quality Representative;
  • Teaching Staff Representative,
  • OPERUM Representative.

For the implementation phase, the initial structure is maintained with a change in the name of the Working Group to Management Committee.  

The Committee operates under the supervision of a Steering Committee, composed of the Vice Chancellor for Research and Internationalisation, the Manager, the Vice Chancellor for Quality, Culture and Communication, the Vice Chancellor for Teaching Staff and the Coordinator for International Projects and Research Strategies.

The Working Group meets on a regular frequency, the dates of the last meetings of the Management Committee were:

- 30 December 2020

- 12 February 2021
